Why would I have no running lights on my trailer but I have brake lights and turn signals on a 2018 Chevy Silverado

You can begin troubleshooting with your 2018 Chevrolet Silverado rather than the trailer. Using the owners manual find the locations of fuses/relays related to the tow package wiring, check them and replace as needed.
If you determine it is not the fuse or relay, test the vehicle side trailer connector using a circuit tester such as # PTW2993. Use the circuit tester to test the pins on the connector at the back with the headlights on. If there is no power on the running light pin then there is a break or loose connection somewhere between the connector and where it terminates at the front of the vehicle that you will need to track down.
If the issue is not found to be on the Silverado then check your trailer. Make sure the trailer connector is clean and free of corrosion inside and out. Inspect the main trailer connector ground and the grounds for all of the lights. These need to be attached to clean and corrosion free bare metal surfaces.
If there is anything between a light ground and the metal trailer frame or if the trailer has an aluminum frame, tilt bed, or folding tongue, any of these things can interrupt the ground. Running jumper wires from the light grounds to the main trailer connector ground is a consideration as well.
