The DL204358C number you referenced is just a number used to identify the warning label on Dutton-Lainson brake winches. The actual winch model number is stamped into the base of the winch on the side opposite the handle. I've attached a couple photos pointing this out.

Some Dutton Lainson hand winches, like # DL15721 do not feature a freewheel option. The handle can be turned counter clockwise to unwind the cable or strap. However, if the minimum operating weight (175 lbs for DL15721) is not applied, the winch handle will become loose and unscrew from the bolt that holds it in place.

So, you just want to make sure that the minimum weight is on the winch when trying to unwinch. Once you've identified your winch, you can find the minimum operating weight listed on our product page. Otherwise, feel free to get back with me and I'll gladly provide you with this information.
