The # C19745 Curt Tow Bar has a 5000 lb capacity, and from what I've read the 1997 4Runner weighs about 4000 lbs at the heaviest. Technically speaking a base plate isn't necessary, but it's up to the installer to determine where to attach the bracket to the front bumper for maximum strength, and this can be a hit or miss proposition.

The safest way to do this would be to use a base plate, part # 1141-3. You'd also need the # RM-025 adapter and # RM-201 quick disconnect kit.

From what I've read online, the vehicle will be capable of being flat towed if it has a manual transmission. Automatic transmission models will require a driveshaft disconnect.
