Adding a front mount hitch like the Curt # 31042 to your 1998 Chevy Silverado 4x4 is a very common way to utilize a plow. As long as your Meyers plow is designed to be used with a front mount hitch this is a great solution, but since it sounds like you're wanting to fabricate your plow I can't really say that it will be safe. The front mount hitch will fit your pickup and hold up just fine but I'd be concerned about the plow holding up since you'll be changing how it was designed to be used.
The only stipulation for fitment is that this product will not fit vehicles with a 34" frame so as long as this doesn't include you, you're good to go! I have attached the installation instructions for you to reference.
