My tail lights will stay on it will drain my batteries on the back

If I understand your question correctly, yes tail lights left on indefinitely could drain your battery and you likely have an electrical issue to correct. It's possible the pins inside the trailer connectors on the vehicle and trailer do not match.
Attached is a photo of the two most common ways to wire a 7-way trailer connector as well as an article on troubleshooting 4-way connectors should that be what you have. You want to check the function of a wire through the use of a circuit tester, not color matching. Having a friend help with this is preferred.
