Recommended Bike Rack for 47 lb Electric Bike

We do indeed have bike racks that can easily accommodate a 47 lb electric bike, but the Rhino-Rack # RRRBC045 bike rack you referenced has a 33 lb per bike maximum capacity, so I couldn't recommend using that rack. Even though the rack is designed to carry two bikes, the bike rack manufacturers are very clear about observing the per bike capacity as well.
I'd recommend you go with a platform-style rack, because the bike can be loaded onto the carrier one wheel at a time, which means you'll never have to lift the entire 47 lb weight of your bike at once. Much easier.
If you can easily remove the battery before loading to get the weight of the bike to 45 lbs or below, the Hollywood Racks Trail Rider # HR200Z would be an outstanding choice. The rack includes locking ratcheting hooks to secure the bikes to the rack as well as a locking hitch pin to secure the rack to the vehicle's trailer hitch. The rack also folds up for easy transporting or storage and the center mast tilts rearward to allow access to the rear of the vehicle and to make loading the inside bike easier.
