First off, I noticed you ordered a couple of parts that you needed to do this from us, so thank you for your patronage- we do appreciate it.
Since your 1999 Dodge Ram does not have the tow package on it, in order to install the # ETBC7 and Tekonsha Powertrac brake controller # 39523 you purchased, you'll need to add a 4 way connector like the Tekonsha T-One # 118329 on the back of your vehicle. This 4 way will give you the base of what will become your 7 way connection.
This 4 way connector is an easy installation- you'll just plug in behind the tail lights on your truck and tuck away the wires and you're good to go. I've attached the review video for the T-One, as well as the installation video for your 7 way connection that should get you started down the right path.
