With the Thule Passage 2 Bike Rack Fit on a 2009 Volkswagen Beetle

Will TH910XT fit my 2009 VW beetle with a female cruiser bike that doesnt have a straight bar going across the bike?

Yes, the Thule Passage 2 Bike Rack, # TH910XT, will fit on your 2009 Volkswagen Beetle. The lower arm of the bike rack will rest on the top of your bumper and the straps will attach to the top and bottom edges of your rear hatch.
I would recommend using the Thule Adapter Bar, # TH982XT, for your female cruiser bike that does not have a straight bar. The adapter bar will secure to the handle bars and seat of your bike and keep your bike level while driving. Mounting your bike without an adapter bar could put the wheel of your bike too close to the ground and potentially damage to your bike, the bike rack and your vehicle.
Most cruiser style bikes are heavier than other bikes, be sure to check weight capacity when loading additional bikes and keep heavier bikes closer to the vehicle.

Another option you could look into is using a hitch and hitch mounted bike rack. For your vehicle I would recommend the Draw-Tite Class I Hitch, # 24679, and the Swagman Trailhead 2 Bike Rack, # S63360. A hitch mounted bike rack would not have contact with your vehicle and will allow you to access the trunk without having to remove the bike rack every time.
