the questioninch unlocking steering with power off on 2018 Wrangler JL Unlimited Rubicon for Flat Towinginch wasnt answered even in the pages of manual as quoted . does your expert have the answer

The reason you're not seeing this in the manual is because starting with the 2009 JK/JKU models, Jeep did away with the steering wheel lock-since it is one of the most popular flat towed vehicles. What you will find is that the power steering pump isn't engaged since the power won't be connected/ignition turned on, so it will be difficult to turn the wheels, but it is still possible.
Since judging by your email address you could be in New Zealand, I can only confirm this is the case with North American models. I would recommend reaching out to your local Jeep dealer to confirm that overseas models were also equipped with this feature.
