Is Kat's Engine Block Heater for 2008 Chevy Cobalt Difficult to Install

Hi! Is there something that I can use to keep the motor warm that is placed on the outside of the motor?

Since difficulty is mostly subjective, I cut out and added on this page the instructions to the Kat's Heaters Custom Engine Block Heater - Frost Plug Style # KH11405 that fits your 2008 Chevy Cobalt with a 2.0L I4 Engine (it fits the '07 as well).
What I can say is that the installation of the heater is not overly involved in regards to the amount of steps needed and is something that people will be able to do if they give it a shot.
