Troubleshooting Lighting on Vehicle that Has Power But Still Doesn't Power On
Question:
Just put new wiring on my cargo light on 85 Chevy pickup getting power right to the bulb but bulb wont light up and is new bulb whats my problem

If you have power to the bulb on your truck but it's not lighting up that would indicate the issue is the ground of the light assembly. I'd start by checking to see how the ground circuit is connected and make sure it's either connected to a clean metal surface that also touches the frame or is ran back to the negative post of the battery.
You can also try connecting the light directly to a vehicle battery power and ground to see if it will work that way just to verify that the light is good.
