Troubleshooting Trailer Running Light Circuit Not Functioning on 2014 Ford Expedition

2014 Ford Expedition EL two different trailers hooked up and I have turn signals and brake lights but no running lights. My fuse #67 is not the same as the F150.

First thing you should check is the pins of your trailer wiring connector for corrosion as typically what prevents a circuit from working is just a bit of corrosion that needs to be sanded off. Since you've eliminated the trailer wiring as the problem it's safe to assume the problem is on the vehicle instead.
I pulled up the owners manual of your 2014 Ford Expedition and the slot for the trailer running light circuit relay is in the 28 slot.
I also attached a help article on wiring troubleshooting as well.
