Troubleshooting Brake Adjustment Wheel that Wont Adjust with Brake Spoon

I had tried the channel locks with no success before. It seems really seized up.

It looks like your adjustment star wheel is fully retracted to the point it might be too tight to adjust with a brake spoon like # W80630. With the hub off see if you can get the star wheel to break free so that it can start to adjust out. Maybe try grabbing the star wheel with a set of channel locks to really get decent leverage on it. You should be able to see the inner threads like in the picture I attached.
