Availability of Cargo Carrier For 2003 Volkswagen Beetle Convertible
Question:
are any cargo carriers rated to be used on a convertible roof?

I would not have any roof cargo carriers or roof cargo bags that would be able to mount to the convertible roof of your 2003 Volkswagen Beetle. The convertible roof is not designed to carry any amount of weight.
I would recommend to use a hitch and a hitch cargo carrier to carry any extra cargo on your Beetle. The hitch would be the Draw-Tite Class I 1-1/4 Inch Hitch, part # 24679. This hitch has a 200-lb tongue weight capacity.
You will want to check your owners manual or with the Volkswagen dealer if your Beetle has a towing weight capacity. If it has a towing weight capacity then the tongue weight capacity would be 10 percent of the vehicles towing weight capacity. If the vehicle has a lower tongue weight capacity than the 200-lb capacity on the hitch, then you will use the lower tongue weight capacity as the maximum amount of weight you can carry. Remember to add the weight of the cargo carrier you choose as tongue weight on your hitch.
I am including a link to a list of cargo carriers that will fit a Class I hitch.
