I do have a great alternative for you. For a very similar unit that can be keyed alike I highly recommend the etrailer.com Trailer Hitch Receiver Lock # e98880. Like the Bulldog model you were looking at this is designed for 2 inch trailer hitch receivers, features a chrome plated construction to help with resisting corrosion, and has a usable span of just over 2-1/2 inches. For this same model in stainless steel we also have part # e98882. This will provide you with a completely rust resistant unit that will last a really long time.
Once on the product page simply select "Keyed Alike" from the drop-down menu below the pricing and shipping information. With this selected all the locks you order will be made to use the same key.
I have attached a short video demonstration on this lock that you can check out as well.
