Yes, the upper arms of the Thule Passage 2 Bike Carrier # TH910XT can be adjusted up or down to accommodate the rear spoiler on your 2003 Toyota Camry.
The carrier uses fit dials on the sides to adjust the bars. For your Camry Thule recommends setting the dial to "7" when mounting it to the trunk. I have attached an image of this carrier installed on a later model Camry that has a smaller spoiler just so you can see how the legs allow for plenty of clearance to avoid any interference.
I have attached a video demonstration that you can check out as well.
If you plan on transporting any children's, women's, or alternative frame bikes you might also need an adapter bar like the Kuat # UB01. This provides a horizontal mounting point for level transport and improved ground clearance. I have attached a video review so you can see exactly how it works and why it might be needed.
You might also be interested in the Passive Security Strap # TH533 that will lock the carrier to your vehicle to help deter theft along with a cable lock like # e98891 for the bikes if you don't already have one.
