Do the Carr Custom-Fit Side Steps Require Drilling for Installation on a 2009 Jeep Wrangler

How exactly do these mount? Does it require drilling?

The Carr Customer-Fit Side Steps, # CARR101241, mount by bolting steel brackets to the body of your 2009 Jeep Wrangler at each door. Drilling is required for installation. You will need a 1/8 inch and a 5/16 inch drill bit. I have attached the installation instructions for you to check out.
