How to Carry Two Bikes on Small Camper  

Question:

Would this work on the back of a small 18foot rv the roads here are not bumpy for one E-bike that weighs 45 pounds????

According to Hollywood Racks, due to all the extra bouncing and jarring the rack would be subjected to it's not recommended that a spare tire rack be used on a towed camper or RV. There would be a good possibility that the rack would eventually fail and cause loss of the bikes while you're running down the road. Which would be very bad.

A spare tire on the rear would likely interfere with installing a hitch and using a hitch mounted option, but we do have an alternative that might work for you. The Stromberg Carlson bike bunk, part # CC-275 would install on the a-frame at the front of the trailer. Even if there are batteries or propane tanks on the a-frame, the bunk lifts the receiver up by about 32 inches. Once that's in place, you could install the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # S94FR which has the proper capacity to handle your bike.

This almost solves your problem. The bike bunk # CC-275 has a weight capacity of 100 pounds. This includes the bike rake which weights 60 pounds and your bike that weighs 45 pounds. Somehow, you would need to reduce 5 pounds. You should be able to get within the weight do this by either removing your seat or your battery on your e-bike. You might even be able to remove some of the parts from the bike rack that would be used to hold the second bike that you will not need you would not be able to carry a second bike, anyway.
