For starters, you'll want to give the magnets a good looking over. If you look at the front face of the magnet that rides against the armature surface of the brake drum, you should not see any of the copper wiring that's encased within the magnet. If you do, it's a sure sign that the magnets need replacing.
Then, use a multimeter like # PTW1714 and check the wires feeding the magnet while a helper holds the manual brake lever down on your brake controller. You should be seeing at least 11-volts. Then, you test the individual magnets for amperage, shorts and resistance.
