i want to install a class V, 2 or 2-1/2inch receiver 42inch outside to outside of the frame rails Do you have a bolt on unit

I do have an option for you but there is not a custom bolt-on trailer hitch available for your 1999 Fleetwood Tioga Class C Motorhome on a Ford E-Series Cab and Chassis. That said, the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver part # 41991-16 would be a good choice for you as it has the Class V rating you are after and the tall universal brackets will work on most frames via either bolting or welding.
