Yes, you can absolutely install an aftermarket brake controller like the Tekonsha Prodigy P3 Trailer Brake Controller part # 90195 on your 2019 Ram 1500. There won't be any dealer programming required either. For this, you will also need the Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers part # 3024-P which makes for a plug and play install.
That said, the Tekonsha Prodigy P3 is no longer the top dog when it comes to aftermarket brake controllers. I instead recommend the Redarc Tow-Pro Elite Trailer Brake Controller part # RED44FR with the Redarc Plug-and-Play Wiring Harness part # 331-TPH-020 which unlike the Tekonsha Prodigy P3 has both proportional and timed-delay braking modes that allow for the most control possible over your trailer's brakes. The Redarc Tow-Pro Elite also has the most hidden design so you don't have to drill into your dash to mount the controller as all but the actual control knob is hidden from view.
I have attached a photo that shows where the brake controller plug is on a 2019 Ram 1500.
