When the Curt Venturer Trailer Brake Controller # C74VV flashes red it means there is a short on the brake output circuit which sounds exactly like what is happening. The red wire should show power only when brakes are applied. The black wire should show somewhere close to 12V and the white wire is the ground so it should not have power. The blue wire not showing power is the brake output circuit and it should show power when the brake pedal is depressed or the manual override on the brake controller is activated.
It sounds like you have already done some testing. If you checked the blue wire from the brake controller and do not show power when the brake pedal is not depressed or the manual override is activated then that is normal. If you did depress the brake pedal and activated the manual override while testing the blue wire for power and did not get power then the brake controller needs to be replaced.
If you do get power when the brake pedal is depressed or manual override on the blue wire coming from the brake controller then you know the short is somewhere else on the vehicle or trailer side. Test the brake output circuit on the 7-way for power. If you have power there then you want to check the wiring on the trailer side for any frayed or damaged wires. If you do not have power on the 7-way brake output circuit and you have towing package then you want to remove the plug from the factory tow harness (if it's removable). Test the factory tow harness for power, if you do not have power there, you may have a blown fuse in the vehicle or the vehicle needs to be checked by a mechanic. If you do have power there then you know the 7-way needs to be replaced.
If you are not able to find the issue, please let me know your year make and model of the vehicle and we can troubleshoot further.
