Because the Electra bikes typically don't have a standard bike frame, a platform rack is going to be the best option to carry your Electra Townie 7. Even though the Hollywood Racks Trail Rider 2 # HR200Z you were looking at is a platform rack, it may require the use of an adapter bar like # HRBA-PRO . This is because the Electra Townie 7 has an odd shaped frame and this rack secures the bikes via a clamp down on the frame.
Considering the frame of your bike and that it might have fenders, I recommend going with the Saris Freedom 2 # SA4412B . This rack also holds 2 bikes and is compatible with 1-1/4" and 2" hitch receivers, but the bikes are held on the platform with clamp that is adjustable and goes around the lower tube of your frame- this is going to provide the added flexibility of carrying bikes with a wide variety of frame shapes without using an adapter bar. This rack does not come with an integrated lock system but you can add a cable lock with part # SA981 .
