Yes, the front grille and bumper will need to be removed from your 2006 Chevy Silverado 1500LD Z71 to install the Roadmaster Crossbar-Style Base Plate Kit # 199-5. I have attached an installation video of this kit on a 2005 Chevy Avalanche that you can use as a reference. All of the other base plate kits for your Silverado Z71 require the bumper to be removed as well.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
