Question:
I am not able to press in the buttons to rotate arms. Suggestions for a petite 110 pound person?

The button that gets depressed to rotate the arms of the Thule Passage # TH911XT that you referenced does take a bit of force to push. Especially when new as the springs are stiffer. Aside from asking someone else to help you with it best option would be to use two hands to push the button initially and then hopefully one hand can hold it in place once depressed so that the other can rotate the arms.
In the review video I attached you can see our installer press the buttons around the 25 second mark.
