On some vehicles GM didn't complete a connection under the hood that is used to deliver power to the brake controller. On the front of the power distribution box on the inside of the driver's side fender, there are two studs that should be visible once the lid of the fuse box is removed. Just to the right of the fuse box, between the box and the fender is a red/black wire with a ring terminal on the end of it. This wire should be attached to the left hand stud. To power the stud, a 30 amp fuse needs to be installed in fuse location 63.
There'll be one more connection to make. Under the brake booster, there's another coiled up wire of the same color. Connect this wire to the right hand stud. You'll need a M6 x 1.0 and a M8 x 1.25 nut, part # 185916 and # 185917. This circuit powers the 12 volt accessory circuit on the trailer connector. To activate it, you'll need to install a 40 amp fuse in fuse location 68.
I've linked a help article and an install video that you might find helpful.
