Yes, the Hollywood Racks RV Rider Bike Rack # HLY64FR will work for two RadMini electric bikes.

Since the RV Rider has an 80-lb weight rating per bike it will handle the weight of a Rad Mini, which is right around 68-lbs, and it will handle the bike's 45-inch wheelbase too. You'll just need to swap out the wheel cradles to wider ones that will handle the Rad's 4-inch wide tires. You'll need two each of cradle parts # HRSPRWHL-F-HD (left) and # HRSPRWHR-F-HD.

The RV Rider frame clamps will fit tubing from 1-inch to 2-inches in diameter so you'll want to confirm the size of the tubing on your bikes, especially if either is the step-thru model. You can always secure the bike by the seat post tube if the frame tube is too big for the clamp.
