can the rack be tilted when loaded with bikes?

Hanging bike racks like the Rhino Rack part # RRRBC045 that you referenced can not tilt with bikes loaded as the frame cradles are not designed to support the weight of the bike in that way plus it would be very heavy to raise or lower.
If the goal was to gain access to the rear cargo area of your vehicle you'd need a swing away bike rack like the Sportrack Ridge part # SR2415 which can swing away from the rear of the vehicle with bikes loaded. See video linked.
