Does Recessed Gooseneck Ball Need to be Flush w/ Bed to use Demco Recon Adapter for Recessed Ball

Demco 8550046. Does the top of the recessed ball have to be flush with the surface of the flatbed?

The Demco Recon Gooseneck-to-5th Wheel Trailer Hitch Adapter for Recessed Ball # DM8550046 is designed specifically for standard 4" tall, 2-5/16" recessed gooseneck ball mounts; the top of the ball needs to be no more then 3/4” from the surface of the flatbed.
