It sounds like you are trying to make sure you can clear the tailgate on your 2019 Ram 1500 while folded down with the Thule T2 Pro XTR 2 Bike Platform Rack part # TH83JV installed with bikes attached and tilted down.
We have tested the T2 with a fourth generation Ram 1500 and it was able to clear the tailgate so it should as well for you whether you have a fourth or fifth generation.
We also have swing away bike racks like the RockyMounts BackStage 2 Bike Platform Rack part # RKY10002 which would work as well.
