Dexter DX Series Electric Over Hydraulic Disc Brake Actuator # K71-651 should both engage the trailer brakes and release them within a second or two of you applying or releasing the pedal. Several things could cause the delay you are experiencing.

There could be an issue with the check valve within the actuator (which is not user serviceable) that is not allowing the fluid pressure to be released. You could also have a collapsed brake line somewhere on the trailer that again is preventing pressure from dropping back down.

Dexter recommends you take the trailer to a service shop to have the system tested.
