Availability of 12V Roof Air Conditioner System

I’m needing a roof top AIR CONDITIONER for my van that runs on 12 volts

All of our roof mounted air conditioners run off of 115/120V AC power.
For a 12V unit to help cool down your van your best option is going to be to with a combination of passive wall vents and an effective 12V powered roof vent with fan like the excellent MaxxFan # MA00-07500K. This particular assembly features a reversible 10-speed fan with a thermostat to regulate airflow inside the van. It also has an integrated rain shield that encloses the vent opening to block rainwater which allows you to keep running the fan regardless of the weather outside.
