Yes, the Car Top Cargo Rooftop Cargo Box part # CTC-18S will fit your 2013 Toyota Highlander. However, you will need to drill a few new holes into the bottom of the box in order to accept your 31" crossbar spread but this is totally okay as it is recommended by the manufacturer. The majority of our other price point cargo boxes will require you to drill holes into the bottom of the box to accept your 31" crossbar spread as well.
