Can Trailer Brakes be Adjusted If they Aren't Activating Properly
Question:
I have an RV that has the LCI 4400lb axles. One axle both wheels seem to not be activating. I tested by having the wheels off the ground and I could still free spin the front axle while the vehicle brakes were pressed - but the rear axle was tight. I’ve checked the wiring and metered the resistance of the magnets for the not working axle and all seems to be in order. I’m assuming maybe I can adjust the shoes and improve the performance? My drums have 2 holes with plugs at the bottom - would this mean there are two star gears inside for adjusting? One for each shoe? Are these adjustable or do I need to replace the drums?

Your brakes are definitely adjustable and that's exactly what you should try doing first. You also have found the correct components on the assemblies that control the adjustments when you mentioned the star wheels behind the slots of the assemblies.
You will adjust the brakes using that wheel until there is a slight but constant drag of the shoe pads on the drum. I have included a link to a video and at about the 4:39 mark our installed begins adjusting the brakes.
We have a tool that makes adjusting the brakes easier with part # W80630.
