Question:
What is the best and safest tow hitch to tow my vehicle behind a Winnebago Spirit 31k

The Draw-Tite Multi-Fit Motorhome Trailer Hitch # 5350 that fits 24" - 46" wide frames is a great option. We don't have exact lists for trailer hitches that fit a motorhome so you'd need to verify that the hitch will indeed fit your motorhome (see attached dimensions of mounting brackets). It is also good practice to make sure that you stay within the towing weight capacity of your motorhome as well because that can be the limiting factor.
This trailer hitch has a max weight capacity of 5,000 lbs so you need to verify that your towed vehicle doesn't exceed this weight capacity either.
If this does work out well for your application just let me know what the year/make/model is of the vehicle you are wanting to flat tow and I can make a list of equipment for you to check out.
