It is possible that you have the controller mounted outside the approved range per the instructions, see link. If the controller is tilted to the left or the right, or the controller is more than -20 degrees nose down or more than 70 degrees nose up, the internal inertia sensor inside may be incorrectly reading your braking activity and sending too much power to the trailer brakes.

You may also have an open circuit on the brake circuit. This could mean that there is corrosion in the trailer connectors that needs to be cleaned out, or you have the 12 volt circuit and brake output circuits switched at the connector. The 12 volt circuit should be the pin in the 1 oclock position and the brake output circuit is the pin in the 5 oclock position.

The brake controller senses if a trailer is connected along the brake output circuit so having those two switched could be why it shows no trailer connected and the 12 volt circuit would lock the brakes up. This is also a common occurrence if you are using a 7-Way to 6-Way adapter. Some 6-Ways use the center pin for brakes and others use it for 12 volt hot. An adapter like # HM47570 allows you to easily switch between the two configurations.

Once you are certain it is mounted in the correct position, try setting it up again as if it were the first time. If you are still unable to change any settings then that would indicate there is a problem with the internal circuitry of the brake controller and it will need to be replaced.
