The Roadmaster Base Plate Kit you referred to, part # 1016-1 is indeed the correct base plate kit for your 2004 Suzuki XL7. According to my research, only the 4WD model is able to be flat towed. Check your owners manual for more details.
In addition to the base plate kit, you will need a tow bar, a lighting solution, safety cables and a supplemental braking system.
The Roadmaster Falcon 2, part # RM-520 features automatic locking telescoping arms and stainless steel construction, and is our best selling tow bar.
I will link you to our Tow Bar Lighting FAQ, which illustrates the various options for providing lighting for your towed vehicle. I would recommend the Roadmaster Bulb and Socket System, part # RM-155. The system is the easiest to install and provides the benefit of remaining completely independent of the wiring system of your XL7.
We also recommend coiled safety cables like part RM-643. A coiled safety cable will not drag during towing, like straight cables can.
Most states now require the use of a supplemental braking system like the Roadmaster Even Brake, part # RM-9400. The Even Brake delivers proportional braking that will apply the towed vehicle brakes at the same rate as those on the motor home. This results in safer, more predictable braking. A vehicle specific seat adapter, like part # RM-88244 is also recommended.
