Troubleshooting Electric Over Hydraulic Actuators Won't work with Chevy Integrated Brake Controller
Question:
I have a Dexter hydraulic system on my tandem axle boat trailer. I do not have any brakes when the brake pedal is applied. I have 2011 Silverado with the factory brake controller. When I plug in the trailer you can hear the hydraulic system pressurize, but no brakes. I had a friend come over to help. He has a 2010 Silverado as well as a 2018 and both did the same as mine. He then jacked up the trailer on one side back axle. Had me spin the tire as he pulled brake away safety cord out. The brakes applied immediately, so we know the system works. Why not with the Chevy. Is there something with the GM factory brake controller?

The issue is very likely that the brake controller in your truck isn't compatible with electric over hydraulic brake actuators like the HydraStar part # HBA16 that you referenced. The newer Chevy should have a hydraulic mode it can be put in but the 2011 most likely does not so it would need a new controller that is compatible with the EOH actuators. The easiest to install controller that is compatible is the Curt Echo Mobile part # C51180 which basically you'd just insert into your current 7-way and once synced to your smart phone would be ready to go.
Your problem is pretty common and it's due not all controllers being EOH compatible.
