Can the Hitch Stair with 2 Steps for 2" Trailer Hitches Be Flipped Upside Down

Can the Brophy Hitch Step Item # RHS2 be turned upside down and the then farther into the hitch with the closer top step sliding under the hitch to reduce the extended length for travel?

I have attached for you some dimensions of the Hitch Stair with 2 Steps for 2" Trailer Hitches part # RHS2 that you can then use to determine if it will work on your 2014 GMC Sierra 1500 in the fashion that you described. That said, the step can indeed be flipped upside down but whether or not you would be able to use a closer hitch pin hole and clear your bumper/tailgate is not something I would be able to confirm.
If your main concern is storage while not in use you might like the HitchMate TruckStep Hitch Mounted Step part # HE4045 instead as it can then be retracted in while not in use.
