Does Weight of Trailer Hitch/Weight Distribution System Get Factored as Cargo Weight

When Daly towing a vehicle does the weight of the hitch get added to the car weight or the rev weight?

The weight of a trailer hitch (or weight distribution system) does not get factored as additional cargo weight or tongue weight. We've spoken with our hitch manufacturers on this a few times and they've told us that essentially the hitch and/or WD system becomes a part of the vehicle frame so it's weight does not get factored.
