I recommend using a penetrating oil. Spray the lube into the hitch ball lever and also around the edge of the ball hole on the top and bottom. A little vibration from tapping the ball with a rubber mallet will help the oil find its way into all the bound-up locations. Let it work for a few minutes and then try again. If that still doesn't release the ball I'd try again but let the lube sit overnight. You can also try moving the truck so that it can sit at different angles (tilted left, tilted right) so that the lubricant has time to work its way through all mating surfaces. Once you get the ball free you might apply the lube periodically just as a precaution against this problem recurring.
