On the 2009 Toyota Tacoma with the factory 7-way usually the brake controller port to plug in brake controller adapter part # 3040-p is located behind the left kick panel, above the e-brake pedal. I see from your photo that you already removed the kick panel.
One of our installers said usually the plug you are looking for is connected to a thicker blue wire. I have attached that installation video on a 2012 Toyota Tacoma but it will be the same for the 2009. He finds the port to plug the brake controller adapter in to at the 0:27 time stamp.
