Does Westin Oval Tube Steps # 22-5055-1985 Fit 2015 Grand Cherokee Summit

Apparently I have OE Skirt Cladding on my 15 Grand Cherokee Summitt picture attached . Is that the chrome area on the bottom? Everyone keeps saying I cannot install nerf bars. Is this true? The nerf bars are really the only ones I like.
