Can the Anti-Rattle Lock and Cable be Used Without the Cable on a 2012 Subaru Outback Wagon

what happens if you do not use the cable, does it still keep it from rattling?

Yes, if you use the Anti-Rattle Hitch Lock, # S64030, without the security cable the anti-rattle lock will still secure the bike rack in the hitch and keep it from rattling.
