Does Brake Controller Set to Hydraulic Mode Put Out High Amperage

Hello, I have a 2018 Gator dual tandem with hydraulic disk brakes and a Tekonsha p3 controller. My brakes went out the other day and I am struggling to find a fix. I have the hydraulic setting ed on the controller and while in the trouble shoot menu I go to volts and I will see 12.4 to 12.8 with the gain turned up to 14 and manually turning the manual gain up by hand. I then go to amps and with the slider all the way over I see a max of 1.2 or 1.3? I have confirmed with my other truck and same controller that the pump is working and I even swapped in another p3 controller and I get the same result, normal volta but low amps?? any ideas on a fix for this 2008 dodge ram 3500 6.7? Thanks

Unlike with standard electric trailer brakes when you are activating an electric over hydraulic actuator high amperage isn't needed since you are basically just giving a signal to the actuator to then create hydraulic pressure. The higher amperage is needed when activating brake magnets of electric assemblies.

If you were to switch back to electric mode and run the same test you'd see the amperage increase.
