Troubleshooting Powered A-Frame Jack that Spins Foot But Does Not Raise and Lower
Question:
On my electric Jack, when I toggle the up and down switch, the foot of the Jack will spin but it wont go up or down.

Sounds like the jack has been damaged enough that it's time to replace it. Powered jacks have a screw that turns inside a threaded shaft that allow the jack to rise and lower. It sounds like that shaft has broken away from the rest of the jack and now when the screw turns it just spins in place.
I recommend the Stromberg Carlson Electric Trailer Jack - Drop Leg - A-Frame - 23" Lift - 5,000 lbs - Black, Item # JET-5000 as a replacement.
It has a lifting capacity of 5,000 lbs which would be more than you'd need but will ensure that the jack will operate quickly and last a long time.
