If you wanted to use the Peterson Tow Light Kit # PE26UR on a tow dolly you certainly could as they would cover the basic taillight functions, but they were intended to be closed in the trunk or hatch of a vehicle. This light kit is magnetic, so it securely attaches to any metal surface with strong magnets. You could also look at another magnetic light kit like part # TL21RK.
