You can use a strap type winch instead of a cable winch so long as your trailer's rollers are in good shape and the weight of your 28-ft Cuddy is not more than 3-times the winch's rating. Rollers allow you to use a winch rated for as low as 1/3 of the boat weight. I suggest the 2-Speed Boat Trailer Winch # 315-W3200D which is rated for 3200-lbs and which has a 20-foot strap.
