I reached out to my contact at Pace Edwards regarding the BedLocker Hard Tonneau Cover # 311-BLCA27A58 that you referenced. He said when installed and completely open, the system is going to take up 13 inches of space from the cab back towards the rear of the truck. This measurement includes both the canister and the roughly 2 inches of overhang on the cover that won't be fully retracted.
The canister will drop down about 14 inches into the truck bed from the top of the bed rails.
You can use these measurements to see if you will have enough room with the cover open to load your golf cart into the bed.
I have attached the written installation details for this particular system that you can check out as well.
