Can Trailer Tires Be Under-Inflated for Driving on Beaches

Provider 23580r16 I go to pismo twice a year can I air down these tires and if so what psi do you recommend

Provider does not publish various psi-to-weight capacity specs for their ST235/80R16 Radial Trailer Tire # PRG80235 the way that Goodyear does for their Endurance radials. Goodyear actually tests their tires' weight capacities at different psi pressures. Provider does not.
Lowering pressure will always lower weight carry capacity as you'll see in the linked Goodyear chart. Since we do not have the same confirmed data from Provider you are on your own in terms of choosing a lower pressure for beach driving.
If you plan to reduce inflation pressure of the Provider tire # PRG80235 for beach driving I suggest you carry a portable air tank or 12V compressor like # PT60400 so you can avoid driving on public roads without full pressure.
